Integrated Urban Health & Chief Nursing Office
The Integrated Urban Health (IUH) portfolio is led by Vice President and Chief Nursing Officer, Sharon Garratt, and Physician Executive, Dr. Rashaad Hansia. IUH is responsible to provide fully combined services to meet the health care needs of individuals and communities, and reduce reliance on emergency and acute care services. IUH is responsible to provide Acute Care including Surgical Services, Continuing Care and Primary Health Care Services including Mental Health and Addictions in Regina and Saskatoon. In total, Executive Leadership and Senior Leadership for IUH is comprised of 10 members, who are geographically located in either Regina or Saskatoon.
More specifically the IUH portfolio is responsible for primary health care, community population and public health, home care, chronic disease management, palliative care, mental health and addictions, seniors’ care, affiliated organizations, rehabilitation, acquired brain injury, emergency rooms, the trauma program, medicine, surgery, inpatient oncology, ambulatory care, medical device reprocessing, alternate level of care (ALC), patient system flow, and inter-professional practice including therapies and social work.
Sharon Garratt - Vice President, Integrated Urban Health and Chief Nursing Officer
As Vice President of Integrated Urban Health, Sharon Garratt and her Physician Executive dyad, Dr. Rashadd Hansia, co-lead Primary Health Care, Acute Care and Continuing Care portfolios in both Saskatoon and Regina. In her role as Chief Nursing Officer (CNO), Sharon champions high-quality patient care provided by expert nursing professionals working within strong integrated teams, increases Saskatchewan Health Authority involvement in nursing research and works with nursing leaders across the province to improve nursing practice.
Sharon is a patient-centred, strategic health care leader who brings a unique depth and breadth of experience with a nursing career that spanned long-term care, public health and acute care. Her career progressed from front-line nurse to Public Health Nurse Manager, Director of the System-Wide Admission Discharge Department, Executive Director of Women’s and Children’s Health, and Vice President in the former Regina Qu’Appelle Health Region, where she was responsible for surgery, women’s and children’s health, specialized ambulatory care, and clinical quality and professional practice.
Sharon holds a Bachelor of Nursing degree from the University of Manitoba and a Masters of Business Administration from Athabasca University. As a Registered Nurse, she also holds active registration status with the Saskatchewan Registered Nursing Association.
Dr. Rashaad Hansia - Physician Executive, Integrated Urban Health
Dr. Rashaad Hansia has over 20 years of experience as a physician. In addition to individual patient care, his interest in patient-centred health system improvement from very early on in his career led him to complete Masters Degrees in Public Health and Business Administration.
Since 2014, Rashaad has served as a family physician and Medical Director at the Meadow Primary Health Care Centre and as physician partner in a dyad leadership role with the Executive Director of Primary Health Care in the Regina area of the Saskatchewan Health Authority.
He is a Canadian Certified Physician Executive with a special interest in and a passion for developing safe, high quality and high value health services and is a self-confessed lifetime learner.
Sheila Anderson - Executive Director, Primary Health Care Regina
As an Executive Director of Primary Health Care, Regina within the Saskatchewan Health Authority, Sheila is accountable for the oversight and integration of the following services: Primary Care, Therapies, Public Health, Population Health, Medical Health Officer and Home Care.
Sheila has 25 years of health care experience in a variety of roles including 10 years dedicated to quality improvement, system change and managing large regional change initiatives across the former Regina Qu’Appelle Health Region (RQHR). As the Director of Strategic planning for RQHR in 2010/11, she successfully introduced a new planning process to the region. Sheila served as the Executive Director of Urban Primary Health Care services for the RQHR from 2014-2017 and most recently as Executive Transition Lead for Primary Health Care. Sheila led the Urban Primary Health Care team to realign services into primary health care networks. With expertise in transformational change, she has used her skills to redesign the system to integrate providers into comprehensive community care teams to improve service delivery, decrease reliance on the acute care system and improve the health of communities.
Sheila is highly committed to strengthening primary health care and community services and believes her love of learning is her greatest asset.
John Ash - Executive Director, Acute Care Regina
As an Executive Director of Acute Care, Regina within the Saskatchewan Health Authority, John Ash will provide leadership for the Regina acute care services in the following areas: Emergency Room, Medicine and Surgical Inpatient Care, Trauma Care, Ambulatory Care, Social Work and Spiritual Care.
Throughout his career John has held a number of leadership positions, which include Executive Director, Office of Quality and Strategy Management, Executive Director of Patient Flow, Pharmacy and Respiratory Services and the Director of Patient Flow for the former Regina Qu’Appelle Health Region. John is recognized for his leadership in building a culture to improve patient flow, establishing the Patient Family Centered Care Program and supporting the implementation of the provinces first Accountable Care Unit. He has provided stewardship in the Provincial Emergency Departments Waits and Connected Care initiatives as well as the Provincial Quality and Safety Lean Management Committee. John has previously worked as a paramedic for over 20 years and has a Masters Degree in Leadership from Royal Roads University and a Masters Certificate in Municipal Leadership from York University.

Cindy Graham - Executive Director, Surgical Services
Cindy Graham is excited to join the Saskatchewan Health Authority (SHA) in the role of Executive Director of Acute Care, Surgical Services. Cindy will provide leadership and support in the Surgical Perioperative Services and Sterile Processing in both Regina and Saskatoon.
Throughout her 27 year career in health care, Cindy has held a number of leadership positions in Saskatoon which include the Saskatchewan Surgical Initiative, Kaizen Operations Team Lead and the last four years as the Director of Surgical Services. Cindy graduated from the University of Saskatchewan with a Bachelor of Science in Nursing and holds active registration with the Saskatchewan Registered Nurses Association. She is a certified lean leader and has a certificate in project management.
Cindy is committed to Patient and Family Centered Care, safety and quality improvement. As the Executive Director of Surgical Services she is looking forward to improving the integration of health services across the province with a focus on improving safety and quality of care.
Suzanne Mahaffey - Executive Director, Primary Health Care Saskatoon
Suzanne Mahaffey joins her role as an Executive Director, Primary Health Care, Saskatoon with extensive health care experience, having held a variety of positions in Saskatchewan over 30 years. She has been an Accreditation Canada surveyor for over 14 years in regionalized health care environments and Aboriginal health care organizations.
She has a diverse background with both front-line and leadership experience in urban, rural and northern settings. Over the past year in the former Saskatoon Health Region, Suzanne served as Director and Co-Lead of the Connected Community Care strategy while on secondment from her Director of Population and Public Health role. She has also held a number of other interim positions in the past four years including Interim Vice President of Integrated Health Services and the combined Director role for Population and Public Health/Primary Health and Chronic Disease Management.
Suzanne is a member of the Dietitians of Canada and an honourary, lifetime member of the Saskatchewan Dietitians Association. She holds a Bachelors of Home Economics, Food and Nutrition degree with distinction from the University of Saskatchewan and a Masters of Community Health Administration degree. A certified Lean Leader, she is passionate about population health, primary health care, community health and continuous quality improvement.
Dalene Newton - Executive Director, Continuing Care Saskatoon
Dalene Newton is pleased to join the Saskatchewan Health Authority in the role of Executive Director of Continuing Care, Saskatoon Urban. Dalene will support her new team to provide excellent, patient-centered care to residents and patients in the rehabilitation, long term care and transitional care settings.
Dalene comes to this new role from her position as Director of Neurosciences, Rehabilitation Services and Inter-Professional Practice in the former Saskatoon Health Region (SHR). Throughout Dalene’s career she has enjoyed working in clinical, teaching and leadership roles. She worked as a Physical Therapist for many years in acute care, long term care and rehabilitation services and was a sessional lecturer at the University of Saskatchewan in the School of Physical Therapy from 2002-2004. Over the past 12 years Dalene has provided leadership in a variety of Management and Director roles.
Dalene graduated from the University of Saskatchewan with a Bachelor of Science in Physical Therapy and holds a license with the Saskatchewan College of Physical Therapists. She completed the SHR Leadership Succession Program in 2009 and became a certified Lean Leader in 2016.
As the Executive Director of Continuing Care, Dalene is looking forward to working with local and provincial colleagues to improve patient and resident care and to improve the coordination of health services.
Colleen Quinlan - Executive Director, Mental Health and Addictions
Colleen Quinlan is pleased to join the Saskatchewan Health Authority (SHA) as the Executive Director of Mental Health and Addictions.
Colleen comes to this new role from the Ministry of Corrections and Policing, where she was Director of Mental Health and Addictions and Acting Director of Health Services. She previously worked in the former Regina Qu’Appelle Health Region for over 28 years in a variety of clinical, management and leadership roles, including Director of the Mental Health Clinic and Manager of Adolescent Psychiatry Unit. Her career has been informed by experience in a variety of settings, including schools, corrections, community mental health, inpatient mental health and quality improvement.
Colleen has a Master of Arts in Psychology and a Master of Public Administration, both from the University of Regina. She is a Registered Psychologist with the Saskatchewan College of Psychologists and is Lean Leader certified. Colleen has been the recipient of two Premier’s Awards for Excellence in the Public Service and one Saskatchewan Healthcare Excellence Award.
Colleen is committed to building strong collaborative teams to improve continuity and coordination of care for our patients.
Graham Blue - Executive Director, Acute Care Saskatoon
Graham Blue has developed his leadership skills through frontline nursing and progressive leadership positions, including Director of Emergency Services and Director of Home Care and Client Patient Access Services in the former Saskatoon Health Region. Since the formation of the Saskatchewan Health Authority, he transitioned to the Director of Clinical Integration in Primary Health Care in the Saskatoon area responsible for Patient Flow/ Navigation, Infrastructure and Chronic Disease Management.
In his Executive Director role, Graham provides leadership in the following areas: Emergency Services, Medicine and Surgical Inpatient Care, Trauma Care, Ambulatory Care, Interprofessional Practice and System Flow. He is also accountable for operations at Royal University Hospital, Saskatoon City Hospital and the Jim Pattison Children’s Hospital.
Throughout his career, Graham has shown a drive to continually learn and engage others to improve care for people. This has been shown by his breadth of experience across acute care settings, and most recently, his experience in the community working with Primary Health Care.
Graham holds a Bachelor of Science in Nursing and a Bachelor of Science in Microbiology from the University of Saskatchewan, as well as a Master’s in Health Studies from the University of Athabasca. He also holds an active registration with the Saskatchewan Registered Nurses Association and is a Certified Lean Leader.
Debbie Sinnett - Executive Director, Continuing Care Regina
Debbie Sinnett comes to her new role from her position as Executive Director of Long Term Care for the former Regina Qu’Appelle Health Region, with responsibility for over 600 urban continuing care program spaces, including services for individuals with complex clinical, transitional care, mental health, acquired brain injury, dementia care and other high risk support needs. She is a skilled leader with over 30 years of nursing, management and program leadership experience in regional and affiliate continuing care environments.
As an Executive Director of Continuing Care, Regina, Debbie will provide leadership for all Regina area owned and affiliate continuing care programs and services. She recognizes the importance of communication, collaboration, continuous improvement and a shared vision and values, as part of an integrated health services team operationally and strategically.
She is a Registered Psychiatric Nurse, graduating from the Wascana Institute of Applied Science and Technology, has a Certificate in Health Care Administration (Long Term Care) from the College of Commerce, University of Saskatchewan and is a certified Lean leader.
Debbie’s passion is ensuring safe, high quality care in an environment that supports choice, individuality and improved quality of life in a resident and family centred care environment, reflective of our core values.
