Provincial Programs
The Provincial Programs portfolio is led by Vice President Corey Miller and Physician Executive Dr. Paul Babyn. Provincial Programs is responsible for the delivery of highly-specialized medical care including the following: pathology and laboratory services; hospital based pharmacy services; medical imaging services; community care (emergency services, renal services and Medical Assistance in Dying); maternal and children’s programs, including the Jim Pattison’s Children’s Hospital. Provincial Programs is accountable for services that are delivered locally and administered with support from the Integrated Health portfolios; however, they are centrally coordinated through Provincial Programs. Central co-ordination includes quality and standards, equipment needs, program development and training. In total, Executive and Senior Leadership for Provincial Programs is comprised of 8 members, who are geographically located across the province.
Corey Miller - Vice President, Provincial Programs
Corey Miller has been a healthcare provider and leader in Saskatchewan for the past 25 years. He began his career as a Medical Radiation Technologist at St. Paul’s Hospital in Saskatoon and has served in many senior roles in the former Saskatoon Health Region, including Director of Medical Imaging and Nuclear Medicine, Director of Practitioner Staff Affairs, and the Vice President of Integrated Health Services Community Portfolio. Since 2015 Corey has been serving as the Vice President of Care Services for the Saskatchewan Cancer Agency.
Corey graduated with a diploma in Medical Radiation Technology from SIAST Kelsey Campus in Saskatoon, he is a graduate of the University of Saskatchewan – College of Commerce in Healthcare Administration, and has completed his Master’s in Business Administration from the University of Regina.

Carrie Dornstauder - Executive Director, Maternal and Children’s Provincial Programs
As the Executive Director of Maternal and Children’s Provincial Programs, Carrie Dornstauder will provide leadership in the creation of a Saskatchewan based model of care for Maternal and Pediatric services, including High Risk Pregnancies, Neonatal Intensive Care, Pediatric Intensive Care, Pediatric Surgery and the Jim Pattison Children’s Hospital.
Having received her Bachelor of Science in Nursing from the University of Saskatchewan, Carrie has worked as an obstetrical, emergency and integrated care Registered Nurse. She later moved into clinical nurse education as lead of the first rural program in Saskatchewan. Carrie has provided leadership as a Care Team Manager and most recently as the Director of Acute Care Services for the former Heartland Health Region.
Carrie is dedicated to building programming with the aim of improving both the health status as well as the standards of care for maternal and pediatric populations throughout the province. Supporting services as close to home as safely as possible and improving the coordination of services when patient’s need it most.
Lori Garchinski - Executive Director, Provincial Services- Tertiary Care
Lori Garchinski comes to her new role as Executive Director of Provincial Services – Tertiary Care from her position as Executive Director for Critical Care, Cardiosciences, Medicine Inpatient Units and Program Lead for Sask SMART IV pump program in the former Regina Qu’Appelle Health Region.
Lori has been a registered nurse for 28 years and worked in leadership positions over the last 16 of those years in a number of roles including Clinical Educator, Manager and Director in areas of both intensive and cardiac care. Her experience as President of the Canadian Association of Critical Care Nurses allowed her the ability to help influence the landscape of nursing within the intensive care unit (ICU) environment. Lori has enjoyed meeting colleagues across the province through cross functional work in both her Lean Leader Certification and various improvement projects. She believes that this has helped her gain a stronger understanding of how Tertiary services can impact and influence other areas of the patient journey through our system.
Lori graduated with a Bachelor of Science in Nursing from the University of Saskatchewan and has obtained her Master of Health Studies through Athabasca University. She is a member of the Canadian College of Health Leaders and is in the final stages of completing her Canadian Healthcare Executive designation. Lori continues to maintain her Saskatchewan Registered Nurses Association license and is proud to be a strong advocate for the patient experience through our system. She is excited to embark on this next step in health care coordination within our province.
Lenore Howey - Executive Director, Laboratory Medicine
Lenore has accepted the position of Executive Director of Laboratory Services to co-lead the strategic development of a fully integrated and coordinated service for provincial laboratory services with her Provincial Dyad physician and clinician leaders in Laboratory Medicine sub-specialties. Lenore has been working in both public and private laboratory environments for 37 years. She started in a physician office, progressed through rural operations as a Combined Lab and X-ray Technician, spent over 15 years as a Medical Laboratory Technologist and moved to managing the High-Volume Laboratory at St. Paul’s Hospital in addition to being dyad manager lead for the Hematology Division within the former Saskatoon Health Region.
Lenore completed her certification in Saskatchewan Leadership Succession Program, Quality Improvement Consultant with the Saskatchewan Health Quality Council and Lean/Six Sigma Green Belt through the American Society of Quality. She has continually built on her learning through system thinking with a focus on patient first care and staff safety.
Lenore has a passion for continual improvement as a primary principle to strengthen the laboratory system in delivering a fully coordinated service of having the right test for the right patient at the right place.
Rod MacKenzie - Executive Director, Provincial Services and Community Care
As Executive Director of Provincial Services-Community Care, Rod MacKenzie will be co-leading the implementation team to establish a patient centered approach to Emergency Medical and Community Care Services. Included in this portfolio is Emergency Air Ambulance and Ground Ambulance Services, Renal Services, End of Life Care, Poison Control, the Provincial TB program and the Saskatchewan Hospital in North Battleford.
Rod has a diverse background that includes careers in Education and Health Care. In Alberta, Rod worked as a school teacher, school administrator and Advanced Care Paramedic. In 2007, Rod came to Saskatchewan to take on the role of Manager-Prehospital Emergency Medical Services for the former Saskatoon Health Region. Rod has also served in senior management roles including Director-EMS, Integration and ACAL and Co-Director, Senior’s Health and Continuing Care and Rural EMS. Rod has a Bachelor of Education from the University of Alberta, Master of Education from the University of Calgary, an Advanced Care Paramedic Diploma from Portage College and a Diploma in Environment, Health and Safety from the University of New Brunswick.
Rod and his team are looking forward to working collaboratively with stakeholders to improve the coordination and delivery of health services in Provincial Community Care.
Patrick Robertson - Executive Director, Pharmacy Services
As Executive Director of Pharmacy Services, Patrick Robertson will provide collaborative leadership and strategic direction in the development of provincial pharmacy services.
Patrick has been a hospital pharmacist for 26 years and has 20 years of progressive healthcare administration experience of which 14 years have been at Saskatoon as a pharmacist leader. He has worked as a clinical coordinator and as a clinical manager. Over the past two years, Patrick has served as director of Pharmacy Services in the former Saskatoon Health Region. He is interested in the opportunity to further contribute in a provincial leadership capacity.
Patrick received his Bachelor of Science in Pharmacy (BSP) at the University of Saskatchewan (U of S) and a Doctor of Pharmacy (PharmD) degree at Wayne State University, Detroit, Michigan. He is an Assistant Clinical Professor, College of Pharmacy and Nutrition, at the U of S. He will be completing his Masters of Business Administration from the Edwards School of Business, U of S in 2018.
Patrick is committed to delivering patient and family centred care targeted at improving the health of Saskatchewan residents through optimized medication therapy.
Bryan Witt - Executive Director, Diagnostic Imaging
As Executive Director of Diagnostic Imaging for the Saskatchewan Health Authority, Bryan Witt will provide strategic leadership and a patient centered approach for Diagnostic Imaging and Nuclear Medicine within the province of Saskatchewan. Bryan Witt has served Saskatchewan as a healthcare provider, educator and leader for over 20 years.
Bryan began his career as a Nuclear Medicine Technologist at Royal University Hospital in Saskatoon and throughout his career has held a number of positions within the Medical Imaging field including Radiation Safety Officer, Manager of Safety, Quality and Technology, Manager of Nuclear Medicine and PET/CT, and Program Head for the MRT and CLXT programs at Saskatchewan Polytechnic. Bryan has also served in many senior roles in the former Saskatoon Health Region including Director of Medical Imaging and Nuclear Medicine, Kaizen Fellow, and Director of General Internal Medicine and Ambulatory Care. Bryan graduated with a diploma in Nuclear Medicine Technology from BCIT in British Columbia and has completed his Master’s in Business Administration from the University of Regina.
As Executive Director of Diagnostic Imaging, Bryan is committed to improve patient care through providing a consistent approach that supports both the delivery of high quality health care and improved coordination of health services throughout Saskatchewan.
